Why are 'web' releases of TWD relatively rare? I like these releases the most, but contrary to the hdtv releases I always have a hard time finding subs for them.

they aren't really rare, AMC WEB releases are just a poor choice. Converted framerate, AAC 2.0, no subs and a corner logo.

DEFLATE & CasStudio release the AMZN WEB-DL weekly and ION10 does the iTunes WEB-DL
