Some release groups and people like to show the true potential of HEVC and resize them to manageable chunks. We all love to have 70 gig remuxes, but realistically not everyone can potentially use them. Also not every 4k screen is HDR, so this allows those people who have truly budget screens to watch it without fucking with madvr settings. Also some 4k movies are straight SDR anyways and are just fake HDR to begin with :P
