I guess i should refer to them by parts, like Part 1 (1-13), Part 2 (14-26), and Part 3 (27-39). Part doesn't translate to season since as you stated, S01 is 1-14, etc.

This is just the way they've been naming each BluRay release and it's kinda confusing!

Kinda weird that they’re releasing em 13 episodes at a time rather than arcs/seasons/whatever. Maybe something to do with the available space on a bluray disc?

Maybe they want to force you into buying every Blu-ray set by purposefully putting the last episode of every arc on the next Blu-ray.
