The title and files say 1.3.1. But ingame it shows 1.3.0?

While I'll be glad to see more people play this, I'd hope that after they try it they would go support the developer of the game. It's well worth it and always on sale.
I've been playing it since .18 and it's an incredible game.

But didn't the original developers sell off the game (or were bought out) and even said that they weren't going to work on it anymore? /r/KerbalSpaceProgram spent a good chunk of time going over all the drama

Nope, what you said is not true. The developer Squad was aquired by TakeTwo who are now responsible for the publishing. Squad keeps updating the game. They just released the 1.3.1 update hence it's available here and are working on 1.4 and a paid expansion pack.
It's true that some of the developers left or where fired but new ones were hired which is a pretty normal business. What you refer to as drama were mostly false claims by angry ex-employees on Reddit and some who joined the hate train for no particular reason. Reddit is full of sleeping trolls who wait for the right moment to cause damage.
Everyone who says they feel abandoned just after a new update launched is such a troll btw. The game will continue to receive updates until they develop KSP 2. KSP definitely needs an entirely new engine for solar system scale games and for that they need a lot of money they hopefully get through Take Two.

You feel abandoned just after an update was released? Or are you a console player? If latter is the case you should follow the news. The KSP developer was not responsible for porting the game. Someone else did. The company screwed up and was fired. Anotuer company is now working on a completely separate KSP port which those who bought the other one will get for free. So if you bought it on console you will soon get KSP: Enhanced Edition.
