Yes, it's still there -- make sure you follow the decode instructions exactly.

Turns out he means 'concatenate' instead of 'add', too.

Concatenate L and K. <--- The 'L' decoded part + the 'K' part decoded & paste into browser URL field.

Maybe this is more clear for people.
