It's unfortunate they didn't cram episode 14 into the volume 1 BluRay. But it's understandable and it makes sense that they are releasing them in set # of episode per volumes.

Just to note (since it hasn't been mentioned here yet), the season numbering on the files is misnamed. S1 contains #1-14, and S2 is #15-27.
