if the source is in 24fps, it's better to stick that way. 60fps = duplicating frames and is a waste of resources unless you're fixing some error with the video.
if you want some scenes to have more than 24fps (or it's that way in the original source), you can try doing a Variable Framerate encode. It preserves original >24 fps frames + the actual 24 fps frames without frame duplication ( provided sources is >24 fps - mostly seen in .TS records )

If you compare the source to this there is barely any loss in visual quality. Since im also transcoding it to the new x265 hvec standard from the Source's (x264), im able to keep the same bitrate as the source with almost 2.5X more fps with out any loss in Visual quality.
