This is a personal re-encode I made of TrollHD's huge 30 Rock release (each season was well over 30 GB). Took me a while to download it all, took me even longer to re-encode it, and then it took a bit of work to upload it all to MEGA.
Original episode sizes were around 1.5 GB (for a 23 minute episode lul), which I reduced to around half that, and sometimes more. Most episodes are less than 800 MB, with a majority being around 400-600 MB, and the "hour long" episodes being a bit over 1 GB.
Everything was re-encoded using Handbrake at 20 RF veryfast settings. I previewed a bunch of episodes, there is no artifacting (that I found), and everything looks crisp as hell.
I uploaded it straight from my own Plex library folder, so everything is good to go in that regard.
I also included the Season 0 folder with the West Coast versions of the live show episodes - S05E04 + S06E19 (these are 720p sourced from two different places because they were not included in the TrollHD release).
I had to split the upload across 2 different MEGA accounts because the "transfer" function isn't working anymore.

In my humble opinion, it is excellent.
I just finished re-uploading one of the Season 0 episodes because the original upload was the wrong aspect ratio.
Everything should be right as rain now.

Before I say anything, good on you for putting this much time into making something, I can't imagine a lot of people would dedicate that much compute time to this.
Here's some comparisons: 1, 2, 3
I tried to pick scenes so you would have the best "fighting chance" against the source, i.e. low motion scenes. In high-motion you would see even more pronounced differences. It's actually not too bad in comparison, at least you didn't try to bit-starve these too hard like a lot of x265 groups.
The most noticeable thing to me is how much softer your encode is compared to the source. The show has a decent amount of grain for whatever reason and it's more ideal to preserve this than to soften and potentially lose fine edges. I'm not totally sure which tweaking abilities x265 got over x264, but the least that could be done is to drop the CRF to something like 18 and bump your preset up to slow at the very least so you can get better motion estimation algorithms in place. If you have to pick one or the other, dropping your preset will take more CPU time, upping your CRF will increase file size.
Note in comparison 2 yours appears to be a few frames ahead or behind of the reference (I am using the same TrollHD encodes as you did), meaning somewhere along your encoding process frames got dropped somehow, then regained later? as comparison 3 seems fine.
One last thing to consider is that the TrollHD releases are poorly tagged, these are actually re-encodes of the AMZN stream. Actual true WEB-DLs are more in the 2GB range for 1080p, making the whole series weigh in at around 287GB. So, you've gone from "source"->lossy->lossy which is not great at all. In the future it would be more advantageous to get a proper WEB-DL (I know it isn't available anywhere) or a Blu-ray rip if possible.
My personal recommendation to those who need to save space - grab a 720p H.264 WEB-DL instead. For 30 Rock it'll take up about 93GB.

Honestly, I also had the 720p version that you mentioned, and it was fine, visually. I'm just a 1080p whore and felt the need to grab this series in that size.

Season 5 Episode 4 had 2 different versions, 1 for the east coast, and 1 for the west coast. Are both included, if not which is included?

Both are included (took me hella long to find decent quality West Coast versions), for S05E04 and S06E19 (both were live shows).
The episode in the proper season folder is the East Coast version, whereas the episodes in the Season 0 folder are the West Coast versions.

The problem is, it's not well seeded. I was able to get Seasons 1, 2, 5, 6, and 7 through public trackers/magnet links (took around a day and a half to download them all). Seasons 3 and 4 had shitty seeders, and I had to find them on Usenet (much faster download, took me roughly half an hour for each).
For the torrents, check BTDB for them. For Usenet, use binsearch and a free account from one of many usenet providers (make sure it has at least 1000+ days retention).

To add on to this, Season 6 has the same problem. Starting with episode 6, which is a 2-parter. Episodes 18 and 19 are the two versions of the live show, while Episode 6 is the two parter, which is listed as episodes 6 and 7 on TVDB.
Hot damn what a Fuck-up on my part. If you're using this for plex, you'll have to manually change the file names.
There's a program called "Renamer" that you can use to do it all in one go.
