If the .rar files download without corruption - yes they can be skipped. They're only required when you need top repair a corrupt or missing file.

It's preferred to download them even if not needed as it keeps them from expiring which helps future downloaders.

It is my understanding they are not all out yet for download in this format, so he can't re-up what isn't available. Also, it would be like way more time if he were to wait and upload the whole thing at once due to these file sizes. I'm happy hes going as fast as he can
