Not sure if you still need the help but this is what you do.
Go to this site: https://www.base64decode.org/

From OP you paste the L which stands for Link:
aHR0cHM6Ly9tZWdhLm56LyNGIThqWShDQVQgTUFOKUZGTFlD

Then you press "Decode". Scroll down a bit and you will have gotten a link. Remove the (CAT MAN) part as said by OP.

Now you will have gotten into a site that needs a decrryption key. Basically just do the same as previously but with the K instead of L.
