Does rarbg cut down quality like yify for file size? I'm only asking because both rarbg and yify seem to be found together a lot.

The smaller the file, the lower the bitrate, so yes, they cut it down but not to the extent yify does. 1.8GB for a 90min 1080p movie is passable.
