Is it just me or is the audio just off? That is definitely not Jackie Chan speaking Chinese comparing to Police Story 3.

You're right, I noticed this too. It's not all the time, but some of the dialogue does seem to not quite match the actor's mouths when speaking.

After a quick Google search, I found this:

The standard language in mainland China and Taiwan is Mandarin, but the Hong Kong film industry usually shoots things in Cantonese. So even though it's in 'Chinese', the dialect difference means it has to be dubbed for different audiences in China.

Chinese actors who can speak different dialects often dub over themselves.

I think the older movies used ADR for their audio. I didn't think it sounded like him either but it's the same audio in all the releases I've found.
