Xcode it free so why would you not download it from the app store.

I know you don’t technically need a developer account, so I’m confused. Unless 9 isn’t OTA yet. That’s my only guess.

Already is. Not just on app store, but also simple decrypted direct download straight from apple at https://developer.apple.com/download/, with free dev account.
