I'm using chrome too and generally my upload is around 500 kb/s which is about what I expect from my ISP. My guess is your limitation is your service provider, most consumer ISPs have really low amounts of bandwidth allocated to upload so they can boast faster download speeds, especially cable providers like Comcast and Charter who serve most of the US at least.
If you want to check you can always run an internet speed test on one of the numerous free services out there.

I have been working with computing for 15 years so I know a thing or two, I use Handbrake CRF 22 medium preset, it's not difficult but it takes the computer a long time.
