Just to point out, the rar file is 4,113,346,297 bytes,

but it contains one folder, with one file, which is 4,113,345,828 bytes.

So in this case, compressing it increased the file size, by a few hundred bytes, for no benefit. Not complaining, just pointing out an interesting factoid, and maybe an opportunity for you to skip a step in the future.

It was probably done more so to change the hash of the file than to reduce its size.

I believe the rar was made mainly to split the files, not for shrinkage purpose.
