480p is the best quality this movie has to offer; it was not produced on HD film, and so you won't ever find it in anything other than 4:3 (it was a made for TV movie aired on the TNT network in 1999).
DVD players came out in the US in 1997 introducing the 16:9 aspect ratio to the general public. However, just because they came out in 1997 didn't mean that they were "affordable" in 1997. 1999 Q4 - 2000 was when DVDs hit the market big, saturated, and dropped from their original price point of $1000+ to roughly $120.
This movie was released in 2005 on DVD, never converted, and is only available in 1.33:1 (or, 480p).
Edit: also, thank you; but since it's x264, I'll stick with my DVD that I bought waaaaaaaaay back when. :)

According to its IMDb page it was shot on 35mm film, so it could potentially be released in HD or UHD... but it's pretty unlikely for a film like this to get that sort of release anytime soon.
EDIT: It's also possible that it was shot with extra image information on the sides, but it was intended to be 4:3 and was shot on 35mm film (with a native aspect ratio of 3:2) in a spherical process so there wouldn't be much extra information on the sides.
