They can be, considerably. My understanding of the codec is, it handles movement analysis much better during creation and playback, which saves space (but at additional CPU load). So if you've got decently modern CPU or GPU, x265 can save some space. But it all depends on how optimized it was at creation. It's also possible to get an x265 of similar size as an x264, defeating the purpose somewhat.
What I'm finding is, I can typically find an x265 1080p version of something I had as x264 720p, and it will still be half the size. Half the size for double the quality? Decent trade-off for me.
