Because that's how they were originally made; in 4:3. You want them in 16:9? Then they'd be all stretched and look awful.
You don't have to make it 16:9 to remove the black bars, in fact it's already 16:9 due to the black bars, I was asking for an actual 4:3 with no black bars.

It will still have black bars regardless of whether or not it's 4:3 or 16:9. 4:3 by nature has black bars on the sides.

Dude, c'mon. Unless you have a really old TV, you're gonna see black bars on the sides of 4:3 content.
There's software out there that you can use to get rid of the black bars, but they're gonna look awful.
Lord have mercy on me, 4:3 Originally or by nature DOES NOT have black bars, the only way for 4:3 to have black bars is for it to exceed it's aspect ratio, hence why when you go full screen on a 16:9 you get black bars.
However there is NO NEED for black bars to be on the video itself.

Why would you NOT watch 4:3 in full screen? That's just absurd. You should have been more specific :P
EDIT: I just downloaded some of this and the bars are still there when not in full screen. That's just how the uploader encoded the video.
4:3 always has black bars unless it's being displayed on a 4:3 screen, which I'm assuming you don't have since it's 2017.

So I guess there's nothing you can do about the black bars with these files, they're always gonna be there unless you remove them yourself. But that's how these are supposed to be watched so it doesn't matter.
try watching these on a 14:9 screen, or a tablet with a narrower width, you'll get black bars all around the video.

Ok, I was racking my brain, trying to figure out why Sonarr wasn't picking this up.
The way old TV shows were made was odd, it wasn't season 1, it was season 1940 (the year)
Why? Because this was a cartoon, and TV was also not very classified at the time. Why is this release not tagged like this? Because it was rereleased onto BluRay, as a complete set. So technically this is tagged properly.
If you want Sonarr to pick this up, your going to have to retitle all the file names for around 3-4 minutes. Not a big deal.
Replace "EP" with 1940x
EX:
Tom.and.Jerry.
turns into
Tom.and.Jerry.
For future reference, after episode 46, it's 1950, then after episode 68, it's 1960.

I have a lot of x264 movies and TV shows that I'd love to shrink down without losing the quality they already have.

Handbrake
This is an exported file of the presets I use. I have the Quality set to 26 cause it shinks all the anime I'm encoding quite well without degrading quality. But 1080p GoT came out like crap at that setting. Handbrake recommends 22, so play around between 22-26 and see what you get. I've only been doing this for a very short time, I was using Wondershare Video Converter Ultimate prior to this but the output file size was always up and down or the program froze or encodes stopped right before finishing so I got aquainted with Hankbrake and very happy I did. There are plenty of YT video tutorials about encoding HEVC with Handbrake. I watched this one and then it's all trial and error after that.

Yes, it's her original voice. 2 shorts are missing though, and they never released any more volumes due to the backlash caused by removing 2 of the shorts from the first volume. Lunacy.

Yep. The shorts were Mouse Cleaning and Casanova Cat. Both are available on YouTube.
They were removed for racial stereotyping, which is ridiculous since the collection didn't remove His Mouse Friday, which is extremely racist.
WB has released plenty of racist Looney Tunes shorts on their Golden and Platinum collections over the years, complete with warnings about them containing racial stereotyping and that how ignoring them would be like ignoring that they ever existed. But it's different with Tom & Jerry for some reason. Go figure.
