Screen captures will always have issues due to being captured at 60 fps while the content is 24fps. It will result in micro-stutters all over the place, especially during high movement/action scenes.

Lmao, that doesn't make a difference.
The video itself was captured at 60fps, then encoded to 30fps. Even if I set my monitor to 30fps to match the encode, it's still going to have 6 repeated frames per second because it's a 24fps source video encoded to a 30fps file. This will cause judder and motion errors, especially noticeable during panning shots and high action scenes.
The chain of 24fps cannot (technically 23.976 fps for TV) cannot be broken at any point, you could try to re encode back to 24fps, but 1) you lose quality, and 2) it has to drop 6 frames, which when you are dealing with 24fps material stored in a 30fps file, it's not just going to intilligently drop the repeated frames because it doesn't know which ones they are.

Ah, yes you are correct there.
Typically someone with a proper capture card that breaks hhcp does these types of captures, and there are also certain tools that break the drm and allow you to simply capture the original file and remux - but I understand that this was at like 3am in Spain on a short notice, so the typical people who do this type of work were probably asleep.
