Idk if this is true for american cartoons but anime is produced at 720p so all 1080p versions are simply upscaled 720p. If this is the case then it's not OP's fault or even who uploaded the original file. I watched the 720p version upscaled and it looked pretty good to me but I use mpc-hc + madVR which does a really good job at upscaling.
