You can try a VPN, but you'll probably run into the same bandwidth problems given that everyone and their mother is trying to do the same thing.

If you haven't got a Pro account I recommend the zippyshare links. Just open the DLC with jD2, click start download and you don't have to worry about bandwidth or transfer limits.

You mean Jdownloader? If so then how do Zippyshare links work?

For example,let's say a video file is split into 8 Zippyshare links,then how do i merge all the 8 files into a single video file?

The DLC contains all the urls (easier than a pastebin with 50+ separate links)

It's one file split into rars (because of zippy's file size limit) so you'll need either WinRAR or 7zip to unrar it which gives you the complete file.
