Depends. If you are into typical shounan action 09 is a good choice. It's well made, great animation, but pretty generic. But it's still one hell of a ride.
I personally liked the ending idea of 03 more. It was a clever twist that 09 doesn't have. So I prefer 03 over 09 by far.
In the end, why don't you start with 03 and move on after that? They are both worth watching.
Edit: Look for KAA version of 03. It's DVD quality, with edited subs from the good old days of fansubbing. Well, if you are looking for a subbed version.

Yes, you're suppose import the files into your mega account. Then get the download link from your account. You can only do 50 GB at a time because free account only has 50GB.

You can only have 50GB of content in your account at a time. So you import about 50gb of files, download it. Delete from your account (and rubbish bin). Then import more files and so on.
Sometimes I use Jdownloader 2 to grab the entire directory and just download what i need.
