i cannot figure out how to install mega tools on ubuntu OS. is there a web app or other option available to decrypt the image to access link?

Just install using apt-get https://github.com/megous/megatools https://packages.debian.org/stretch/megatools

You cannot decrypt these images using mega tools though, you'll need mega downloader. I haven't been able to use it via wine
