Seems very soft.. upscaled SD? Looks the same as my DVD.
Amazing to think that when I first watched this, probably 16+ years ago, I did not recognise RuPaul lol.

This is the best quality available, since there has never been a Blu-ray release. Take the Lionsgate production logo/vanity card into consideration to see that this is
The "softness" you are encountering could possibly be from the source material. It was the '90s and Jamie Babbit's debut full-length feature attempt, after all. To illustrate my point, have a look at this where I provide more examples of films from the '90s which are yet to receive a remastered Blu-ray release. These are specifically LGBTQ+ themed productions, which did not always receive the desired funding and support more often than not during this period of time, according to The Celluloid Closet.
I don't have enough knowledge on film stock or practices, but this is only a pattern that I had noticed.
OK I take it back... I've dug out my DVD.. this does look better than the DVD (DVD is horrible lol). Its very clear to see the difference on the "But I'm a Cheerleader" titlecard, I am no longer in any doubt. ~~Just a shame the DVD is 5.1 whereas this is stereo.~~ UPDATE: DVD is only Stereo..
ALSO, the DVD appears to be overcropped (like 15% zoomed) compared to this release. Let's compare. :)
