A TC (Telecine) release is made using the film reels which are digitized using a machine. Usually these are released in Region 5 (R5) areas such as China before they are cleaned up for worldwide release in order to combat the bootlegs that are rampant there. I haven't watched this release but it's less and less common for people to release true Telecine releases so it might not be one.
