Harmy's version is intended to rescind the digital edits from the more recent rereleases of the OT by upscaling and retouching a crazy number of edits from the laserdisc/dvd versions, while the SSE is a 1080p restoration of an original film reel from Star Wars. SSE is closest to how Star Wars was released (obviously), with all the color-balancing flaws still in-tact, while Harmy's is an arguably visually superior film, with aggressive color balancing edits and proper practical effects restored using newer techniques.

Yes, its built off of Harmy's edit. Another person made a 2.6 but when he re-encode it it lost quality so Harmy gave the raw footage and 2.7 was made. only changes are some color grading.
