I noticed that an overwhelming majority of X265 HEVC releases were actually re-encoded from X264 releases, although the re-encoded images retained sharpness while significantly reduced file size, a lot of fine details were lost compared to the original X264 version.

This is what I've been seeing as well. I posted the H.264 version, but some users were messaging me asking to post an HEVC version. Compressing a compressed file would decrease file size, but there will be a loss of quality. Much better to do it with the original.
