I am English speaking and watch English movies. I have found that some (like the Godfather Part 2 and Star Trek 6 do not have subtitles for the foreign language dialog like my DVDs have. Is there a subtitle available for only these dialog sections of an English movie?

If you're using VLC media player (or running it through a smart TV) you might just have to enable the subtitle track. Sometimes it's not automatic. OpenSubtitles below is good if it's just straight up not included but more often then not it'll be encoded into the file.
Using Plex.
You can tell Plex to download subtitles for everything. Go to Settings>Server>Agents and enable Opensubtitles.org and specify languages.

Not sure. I never actually use the subs Plex downloads, I just have them for when I may need them.
You can always use MKVToolNix and download the subs yourself. You can even manually offset things if the subs are still out of sync. I use it to strip unwanted audio but it can do much more.

this site is pretty good for subtitles. Look for ones that say "Foreign sections only" or stuff of that ilk
