This is the full size so it should be very good quality The 265 would be a re encode so it would be lower quality

The entire purpose of x265 is to achieve low file sizes while retaining the same quality.

If the quality was identical then x264 will be rendered useless and no one would ever use it, which is not the case. x265 achieves a relatively decent quality with much lower sizes than the x264 which is a better choice for people with limited download quotas/speeds

That's the stupidest thing I've ever heard. Windows 10 offers a plethora of new features over previous versions, and it's free. So why hasn't Windows XP, 7 and 8 been rendered useless and millions of people still use it? I suggest you read up on HVEC. There are hundreds of comparisons available comparing the two formats.

Many older machines can't support it and many people can't/don't wanna pay for a new OS when they have everything they need and are familiar with the one they already have.

Edit: I want to add that at lower bitrates there is almost no difference between x264 and x265, the x265 is even sometimes better, the difference is more apparent at higher bitrates. if you want to achieve the same level of quality you need much better hardware to run the x265 version. In general i doubt people who are re-encoding these copies are too worried about the quality, and if they were, then most people with no high end computers will not be able to run them smoothly.

TL;DR while it is possible to achieve same quality with both, this is not the case at this point in time.

Hope this clears it up a bit.

Exactly, and the support thing you talk about, that's one reason too. x264 has widespread support on all modern devices and browsers right out of the box, while most people hardly know anything about 265 and its benefits.
