It's exactly 24fps rather than 23.976fps. I downloaded it anyway to check it out; it's fine, just not perfect.

I wasn't really paying attention. I just checked the rate in vlc. The video will be slightly interlaced but it won't be too bad. Grab an ep and see what you think.

The Pilot looks normal to me or actually better than normal, my existing copies of the first 3 seasons are garbage sub-SD 4:3 resolution so I'll take it :)
