Sounds like you're trying to replace a corrupted Steam download. You know you can redownload it, right? Delete local content then reinstall. Or have it verify the game cache integrity and it'll grab the damaged files automagically.
The truth is, i just moved to another town and the place that i live in now has a really bad internet (8kbps - 15 kbps), and the only place i could have a decent internet is at my office but it blocks almost all file hosting websites except mega (and yea they blocked steam).

Honestly, to avoid getting in trouble at your job (any self-respecting employer can monitor web usage), I'd just set it to download at home and let it take its time. It'll take a while, but it violates no agreements about web usage and doesn't involve anything shady. I don't own the game myself, so I'm no help anyway.
