So i don't know much about this stuff but what is the difference between this version and the normal 1080p version. Like I get it remastered but I thought that only mattered if it was in 4k.

it'll be better quality as it's coming from a new 4k film transfer, from a review:

What is clear from this new native 4K scan is that it largely sorts out the multitude of flaws associated with the now decade-old standard Blu-ray release, cleaning up the image, balancing the contrast and removing any signs of black crush or banding. What it can't do, unfortunately, is change the original source cinematography, with the 35mm footage appearing very filmlike but also slightly soft around the edges (c.f. Inception), and more-so in some sequences than others. Overall though, it's a balanced image with far fewer flaws and thus should be celebrated as not only an improvement, but as an engaging way to enjoy this fantastic film.

mind you, condensing it to 1.92gb hevc won't do it any favours

The file isnt playing properly for me on VLC or Plex on Kodi, it keeps stopping

Plex is refusing to find metadata for my copy at all, I get about 10 minutes into playback and it cuts out, stopping the service entirely. Happened about 4 times now lol.

I can't speak specifically to this file since I bought this on bluray years ago. If media isn't playing right on a media player try another one. I just downloaded something via youtube-dl and the picture is fuzzy sometimes on VLC and not on MPV player.
